There are water enforcement officers in many municipalities in the US, often funded by the fines they collect.
We "solve"the energy and water issues - making enough available to everyone - and find out that everyone still wants more than they have.

What if everyone were issued their share and then allowed to use/sell it as they will (within societally accepted limits?)
The taxes could be part of a full-cost pricing used for water and energy shares sold (issued?) to everyone.
Agreed. But if the true cost is being charged, there are more $ available to mitigate environmental impacts.
Require everyone to pay for a "fair" share of water and energy (more than most need) and then let them sell what they don't use to others.

If the market calls, companies will listen. Groups like Alliance for Water Stewardship are working on certification of water use.
... and their willingness to keep the water clean upstream. "Free" water in a drinking fountain is paid for with your taxes in the US.
What right? I can see "free" if you own all land upstream of where you take out your water. Otherwise you're depending on others.

Some places do by necessity - Australia (drought) and Singapore (small catchment) are very aggressive already in water management.
e.g. most of the 140 liters for a cup of coffee is "green water" that is taken up by the bush and returned to the hydrologic cycle.
wrt "it takes xxx liters to make yyy" this is the Hoekstra water footprint, which is not all consumptive use.
Water, carbon, and other ecological footprints work at many scales. Product and corporate footprints are often seen cited.

Where you get your water depends on where you live. Much of the world survives on surface water. You need energy to tap deep aquifers.
Full-cost pricing that reflects (e.g.) environmental impacts, infrastructure O&M, etc. will "encourage" lower usage of water and energy

Most current installations are small-scale: retention basins, bioswales that hold water in place so that it soaks into the soil "naturally".
Removing organics and metals from stormwater runoff is not currently easy.
We can make fresh water and clean energy more available to more people by using our existing resources more efficiently.

Infiltration structures depend on the permeability of the soils; side effects can include infiltration of metals, oils, and other items.

This is wrong because rain doesn't come from underground, and streams do not just contain runoff. But replenishing groundwater is good.
This is hydrologically wrong or at best mixed up. Run-off comes from rain, which is not from underground sources.

The water sources we have are already polluted. Better handle on energy/water nexus may clean up waters.
It's not just the cities - much of the water goes to agriculture as well.
After all costs are included in valuation, water and energy become fully marketed commodities with futures, derivatives, and boom/busts.

If we place a monetary value on other costs and charge the true price of energy and water, we will use less.
What about the environmental costs of producing solar panels - aren't there rare earths and toxic materials used?
We recognize that technology is part, not all of the solution, and learn to be conservative in our energy and water use.
