Understanding that centralized energy genertation is not appropriate for all consumers. Affordable, local, and consistant energy generation.

Consumable cost will be determined by a combination of production, material cost and water-equivalent cost; water units used to make/transp.
you might be right, is it eventually impossible? I think there has to be a time and condition where good ideas have to be payed for.
Some people with coastal views may be perturbed by change of property value, but such is life, and life adapts.
The US will become the OPEC for water. Tankers will be full going both ways between the Gulf and the Great Lakes. Markets work.

Give landscaping awards for low-water use yards. Green grass requires a lot water. Yards with a lot of trees and mulch don't require H2O.
Potable and/or waste water is treated and reused on location thereby minimizing energy usage in transportation.

Both. From a consumer standpoint, I think energy efficiency takes the main focus, and more technology is available there.
But American's applaud education. Educating women (social engr) in 3rd world countries will lower birth rates and slowing population growth

Photovoltaic (solar) roofs on every building eliminate the use of water (and fossil fuels and nuclear) in energy production.

Solar or Wind. Have a solar panel drive electrolysis of dirty water, then run the H and O2 through a fuel cell -> Clean E and Clean H2O.

Those who don't have access to water may perish. There might be civil wars between the groups. Sad and gonna be painful.
Different $ rates for potable and general use water will encourage appropriate use.

This already happens in western US and Mexico. US cities drain rivers dry before they cross the border to Mexico.

Why not use this solar/wind power directly to purify water?You would have less losses and again pure water on your hands

You must think of the production costs to produce photovoltaics. And besides, not every building is suitable for installing solar roofs
Warfare takes many forms. Economic and social warfare outlive military confrontation.
True, but more efficient and extensive facilities for producing solar and wind power need to first be built.
Population growth and real estate development of certain cities and regions are curtailed. New projects are abandoned.

Bottled water is very wasteful: the plastic bottles, and the fact that companies are producing water. Why do people buy bottled water?

Areas with limited water, thriving economy, flat land and soft or sandy soil can replace underground pipes, first at resort areas.
Water and energy are produced/treated in smaller sub-communities. They will be self supporting, but can "net meter" water and enrgy.
Energy is no longer transported over long distances, eliminating dangerous, costly, and unsightly infrastructure like power lines, etc.
It could help a lot if IEEE members were not so focused on energy. It seems that water is the problem and not the growing demands on energy.
